Health fund to upgrade cards to curb fraud

The National Health Insurance Fund (NHIF) has announced plans to improve membership cards' security features so as to curb cheating.

This is after the Fund discovered that its cards were being forged or being passed on to non members for use, in a racket that has occasioned NHIF multi-million shillings loss.

The Director General of NIHF, Mr Emanuel Humba, said yesterday that they were worried about a trend where non members have been benefiting for the services undeservingly.

He said that a study on appropriate membership identification system, which started in August last year, would lead to the creation of a modern system to outsmart forgers.

ID Card Solution company won the tender to conduct the study and its findings, Mr Humba believes, will improve the identification system to curb cheating.

Mr Humba also asked the government to regulate costs in private hospitals, saying some hospitals impose exorbitant prices that raise suspicion.

He gave an example of the costs of carrying out an operation on an expecting woman, saying the costs range between Sh400,00 and Sh1.2 million.

He said that NHIF sometimes found it hard to settle bills as each hospital charges its own amount. He insisted there was a need to standardise pricing cross hospitals.

Meanwhile NHIF is expecting to spend over Sh465 million on implementation of a documentation centre project.

The NHIF membership department manager, Ms Ellen Mbogoro, said that under the project, membership forms would be stored in electronic movable cabinets.

She said storage of forms manually was creating problems as retrieving them was cumbersome and slowed business.

She added that the project will see the creation of 76 cabinets which will have the capacity to store 70,000 box files. The project kicked off in 2008 and by December 2009, 331,215 forms had been stored.

Launching the project, minister for Health and Social Welfare Prof David Mwakyusa asked other government departments especially Muhimbili Hospital to look into ways of emulating NHIF.
